Harris County and City of Houston residents can call 3-1-1 for information on transportation, infrastructure, debris pick up, and other services. For post-incident support and other needs, residents can call 2-1-1 for assistance.

Harris County Cooling Centers

The Harris County Public Library (HCPL) System has opened several locations as cooling centers. These centers offer a place to stay cool, charge electronic devices, and provide activities for children. Click here to find one near you.

Food and Formula Replacement

SNAP recipients can apply for replacement benefits for food lost or destroyed in last week’s storms. 

SNAP recipients in Austin, Chambers, Colorado, Harris, Liberty, Montgomery, Polk, San Jacinto, Trinity, Walker, and Waller counties must apply for replacement benefits by June 17. 

To apply for replacement benefits, SNAP recipients can either call 2-1-1 and select option 2 or download Form H1855. Once completed, the forms can be mailed or faxed to the Texas Health and Human Services Commission at P.O. Box 149027, Austin, TX, 78714-9027, or faxed to 877-447-2839. 

Through May 31, 2024, WIC is replacing food and formula lost during the storm.  For assistance, visit TexasWIC.org or call 800-942-3678
and select option 3.

Heat Safety Tips

With rising temperatures expected, it’s important to stay safe:

  • Stay in air-conditioned spaces as much as possible, like shopping malls, libraries, and other public indoor spaces.
  • Wear light-colored, lightweight, and loose-fitting clothing.
  • Stay hydrated and avoid outdoor activities during the hottest part of the day (2:00 to 7:00 pm). Take frequent breaks if you must be outside.
  • NEVER leave children or pets unattended in vehicles, as temperatures can rise to deadly levels in minutes.

Federal Resources

On May 17, 2024, President Joe Biden signed a disaster declaration for Texas, allowing FEMA to provide Individual Assistance to those affected by severe storms, straight-line winds, tornadoes, and flooding.

Small Business Administration (SBA) Disaster Loans

 Harris County residents impacted by the severe weather in April and May are eligible to apply for U.S. Small Business Administration (SBA) Disaster Loans.

The SBA offers disaster assistance through low-interest loans to businesses, nonprofit organizations, homeowners, and renters in regions affected by declared disasters. SBA also provides eligible small businesses and nonprofit organizations with working capital to help overcome the economic injury of a declared disaster.

Applicants may apply online, receive additional disaster assistance information, and download applications at disasterloanassistance.sba.gov.

Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email [email protected] for more information on SBA disaster assistance.

For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services. The deadline to apply for loans to repair property damage is Tuesday, July 16, 2024, and the deadline to apply for loans to repair economic injury is Tuesday, February 18, 2025.
